Urbanism certificate

According to Law no. 50/1991 regarding the authorization of the execution of construction works, the Urbanism Certificate is the information act issued by the local public administration (presidents of county councils, general mayor of Bucharest, mayors, sectors of Bucharest, cities or communes) by which:

     - makes known to the applicant the elements regarding the legal, economic and technical regime of the lands and constructions existing at the date of the request;

     - establishes the urban requirements that are to be fulfilled depending on the specifics of the location, as well as the list containing the legal approvals and agreements, necessary for the authorization.

Documents required for issuing the Urbanism Certificate

     In order to issue the urbanism certificate, the applicant, any natural or legal person, must submit a documentation comprising:

                    a) standard application (form-form F.1 - "Application for the issuance of the urbanism certificate") completed in accordance with the specifications regarding its completion, with the identification elements of the applicant and the building, as well as with the specification of the purpose of requesting the act;

                    b) topographic or cadastral plans at the scales 1: 500, 1: 2,000 or 1: 10,000, as the case may be, - endorsed by the Office of cadastre and real estate advertising of the county or municipality of Bucharest, as the case may be -, with the indication of the building - land and / or or constructions; (2 copies) (the plans are obtained for a fee from the specialized territorial unit that manages them)

                    c) the document for the payment of the fee for issuing the urbanism certificate (in copy).

Although the Methodological Norms for the application of Law no. 50/1991 regarding the authorization of the execution of construction works specifies the fact that it is not necessary to present the title on the building or another document attesting the property right, in practice, the issuing authority of the Urbanism Certificate may request the completion of the documentation with this act.
