Even if it is a question of house projects that change their function or of buildings that have been obliged from the beginning to obtain the permits and authorizations for fire prevention and extinguishing given the nature of their function, for each one must first prepare a documentation that will be submitted later in order to obtain the necessary permits and authorizations. .
The fire safety authorizations are issued after the reception at the end of the works, when the new constructions or arrangements are put into operation, based on the following documents:
a. standard application - two copies;
b. building permit - two copies;
c. the fire safety permit and the documentation aimed at unchanging which was the basis for issuing the permit - original; in case of loss of the approval, the photocopy issued according to art. 11 para. (2) of OMAI 3/2011;
d. fire safety scenario, written parts and project drawings on specialties from the technical documentation at the design phases of the technical project - P.T. and DE, as well as technical approvals or certificates of conformity of construction products with fire safety role, site provisions adopted by the project verifier, minutes of hidden works, etc., including the measures taken to meet the requirement essential "fire safety" - two copies;
e. the report of the project verifier for the essential requirement "fire safety" - constructions and installations at the design phases technical project - P.T. and D.E. - two copies;
f. the reception report at the end of the works - two copies;
g. the description with the submitted documents - two copies.
For changes of destination and modernizations for constructions and arrangements that do not require a building permit, fire safety permits are issued for the commissioning of buildings or arrangements, based on the following documents:
a. standard application - two copies;
b. the fire safety permit and the documentation referred to unchanged which was the basis for issuing the permit - original, when issued, or the documentation provided in OMAI 3/2011, at art. 9 para. (2) lit. c) -f) - two copies; in case of loss of the form attesting the existence of the approval, the photocopy issued according to art. 11 para. (2) by the same order of the minister;
c. the written parts and project drawings from the technical documentation, such as: execution details, technical approvals or certificates of conformity of the products for constructions with fire safety role and, as the case may be, site provisions adopted by the project verifier, process - reception report at the end of the works, minutes of hidden works, etc., in which to be included the measures taken regarding the fulfillment of the essential requirement "fire safety" - two copies.
d. the description with the submitted documents - two copies.
In situations where the urban safety certificates did not require the fire safety permit, although the respective constructions or arrangements fall into the categories approved by Government decision on approval, the fire safety permits are issued based on the following documents, as appropriate. :
a. urbanism certificate - two copies in copy;
b. building permit - two copies;
c. the technical expertise report for the essential requirement "fire safety" - two copies;
d. the fire safety scenario, the technical memorandum on specialties and the project-drawing parts at the technical design phase and execution details or the fire safety scenario, the technical memorandum on specialties and architectural surveys and utility installations, as well as on the installations of fire protection, which includes fire safety measures, stamped by the technical expert certified for the essential requirement "fire safety" - construction and installations, if the technical expertise report states that the minimum level of performance is met on fire for the construction in question - two copies;
e. the situation plan including the location of the designed constructions and arrangements in relation to the existing framework elements, scale 1: 200 or 1: 500, mentioning the distances from the neighborhoods for all the neighboring buildings, specifying their function, as well as from the roads access to public roads, mentioning their width and length - two copies;
f. the reception report at the end of the works - two copies;
g. the description with the submitted documents - two copies.

i. standard application - two copies;
d. the description with the submitted documents - two copies.
Note:
The term for issuing permits and authorizations is a maximum of 30 days. At the same time, it is important to know that the P.S.I. they are no longer valid in the situation where the work for which the approval was requested was not started within 2 years from the issuance of the imposed approvals. Thus, it will be necessary to resubmit the documentation in order to approve the building in question.
The legislative act that specifies the categories of constructions and arrangements for which it is mandatory to obtain permits and authorizations for fire prevention and extinguishing is Decision 448/2002. According to this decision, P.S.I. approvals and authorizations must be obtained. for:
☑ Tall or very tall civil buildings, in which the floor of the last level is at a height of at least 28 m or (as in the case of very tall ones) at least 45 m;
☑ Crowded halls located in multifunctional buildings - performance halls, meeting rooms, dedicated to exhibitions, trade, cinema halls, etc. And, in general, all halls that can simultaneously hold 150 people and in which case the area belonging to one person is less than 4 sqm;
☑ Independent buildings or spaces that are intended for trade, production or storage and that have an area of more than 400 sqm;
☑ Spaces intended for the trade of production or storage that are arranged for this purpose in residential buildings;
☑ Buildings or spaces whose destination is public catering and which have either an area of 400sqm, or a capacity of over 100 people;
☑ Public spaces arranged in the basement, basement or on the terrace of buildings;
☑ Buildings meant to offer temporary accommodation such as hotels, motels or dormitories;
☑ The headquarters of the public authorities;
☑ Arranged buildings or spaces whose destination is offices, education, financial-banking, insurance and scholarships and whose developed area is greater than 500 sqm;
☑ Buildings or spaces arranged in buildings whose destination is health care, with more than 40 beds or with an area of more than 1000 sqm;
☑ Spaces arranged in buildings for the supervision, care or accommodation of children, preschoolers, the elderly, the disabled or homeless;
☑ Buildings or spaces whose destination is a train station, bus station, airport or metro station;
☑ Places of worship accessible to the public or intended for monastic life;
☑ Sports buildings or facilities that have more than 600 seats on the inside or more than 5000 seats on the outside;
☑ Temporary arrangements for shows or meetings that have a capacity of more than 300 people or that have a commercial destination and an area of more than 2500 sqm;
☑ Warehouses or supply systems for consumers with liquefied petroleum gases, stored in tanks or groups of tanks;
☑ Public fuel distribution stations as well as transportable fuel distribution stations;
☑ Buildings or spaces arranged in buildings intended for parking or maintenance and repair of over 50 vehicles;
